Joe Griltz
Chief Executive Officer
Experience: For more than eighteen years, Joe Griltz has worked alongside lenders, investors, and property owners to support successful construction projects by strengthening oversight, improving transparency, and helping mitigate risk throughout the construction financing process. His work has centered on helping projects stay well-documented and aligned with funding requirements from start to finish.
He has also had the privilege of serving the Texas lending community through multiple board roles, including four years with the North Texas Association of Government Guaranteed Lenders (NTAGGL), service with the Central Texas Association of Government Guaranteed Lenders (CTAGGL), and nine years on the board of Greater Texas Capital Corporation. These experiences have given him a deep understanding of the operational, regulatory, and documentation standards within the SBA lending environment and the broader government-guaranteed lending community.
Rob Howie
President
Experience: Rob Howie brings more than 40 years of executive leadership experience in construction, real estate, aviation, and business operations. His career includes construction project management, property development, and leading companies across multiple industries.
He founded and operated a successful construction and investment company, managing residential, commercial, and development projects throughout Texas. Rob also completed a distinguished 35-year aviation career, retiring as an International Boeing 777 Captain for United Airlines, where he developed extensive leadership, operational, and safety management expertise.
As President of Crescent Building Solutions, Rob focuses on strategic growth, lender relationships, and delivering independent construction loan support that helps financial institutions reduce risk and make confident funding decisions.
Mary A. Frosto
Funding Services Manager
Experience: Mary A. Frosto is a seasoned banking executive with more than forty years of experience in SBA lending, loan operations, construction funding, collateral administration, and regulatory compliance. She has held senior leadership roles, including Senior Vice President and SBA Servicing/Funding Manager, at Simmons Bank/Southwest Bank, United Community Bank, Texas Capital Bank, and other respected institutions across Texas and the region.
She is highly experienced in SBA 7(a) and 504 servicing, 327 actions, construction and multi-fund disbursements, collateral review, audit preparation, and secondary-market loan sales. Over her career, she has helped build procedurally strong departments with consistently high performance in guaranty purchase outcomes and audit readiness.
Mary has led high-performing Loan Administration and Operations teams, supported bank startups and system conversions, and delivered board-level reporting for complex portfolios. She holds a B.S. in Business Administration from Our Lady of the Lake University and has served in industry and community leadership roles, including NTAGGL, YMCA, Special Abilities of North Texas, and Graduate – Leadership Flower Mound.
Hans Strayer
Director of Compliance and Inspection Services
Experience: From 1975 to 1979, Hans Strayer served in the United States Army as a Military Policeman, where he was wounded in the line of duty several times and developed the discipline, resilience, and leadership that shaped the rest of his career. After completing his military service, he dedicated more than forty years to law enforcement and public‑sector safety roles, including extensive work in municipal inspection, code compliance, and construction oversight.
From 2006 to 2021, he served as a Senior Building Inspector for the City of Grapevine, Texas, conducting residential and commercial inspections and ensuring compliance with state and local building codes. He holds multiple ICC certifications, including plumbing, and maintains state licensure in Texas. His work emphasized structural integrity, safety, and clear communication with contractors, builders, and city officials.
Since 2021, he has continued his inspection career in the private sector, providing independent third‑party construction inspections and consulting for lenders, builders, and property owners. This work includes progress inspections, draw verification, code‑related assessments, and quality‑control reviews across residential and commercial projects throughout Texas.
